Summary:  The Project Estimator is responsible for overseeing and preparing detailed cost, material, and labor estimates for ship repair and construction projects, both marine and non-marine. This role includes managing relationships with vendors, contractors, and project teams to ensure the accuracy and timeliness of estimates. The Project Estimator will also lead a small team and collaborate closely with Project Management to support successful project execution.

 Duties and Responsibilities: 

• Project Review and Analysis: Thoroughly analyze required documents, vessel general arrangements, and project plans to gain a comprehensive understanding of the project. 

• Cost Estimation: Develop detailed labor, material, and subcontractor estimates based on the scope of work, considering factors that influence production costs, such as materials, labor availability, and timelines. 

• Bid Management: Manage bids from vendors and contractors, analyzing them for cost-effectiveness, quality, and compliance with project requirements. 

• Technical Proposals and Change Orders: Lead the preparation of Technical Proposals, Change Orders, and other required submittals to ensure all estimates and proposals meet client and regulatory standards. 

• Vendor and Contractor Relationships: Build and maintain strong relationships with company vendors and contractors to ensure competitive pricing and service for materials and labor. 

• Cost Analysis and Presentation: Use bid data to prepare detailed cost analyses and present estimates to management and other stakeholders for review and approval. 

• Project Strategy Collaboration: Work closely with Project Management to develop effective production  

• strategies, identify critical material requirements and integrate efficient work processes into project execution. 

• Compliance and Regulations: Ensure all estimates comply with relevant regulatory requirements and align with project specifications. 

• Team Leadership: Oversee and guide a team of Estimators and Procurement Specialists, ensuring accuracy, efficiency, and adherence to project timelines. 

• Cost Tracking and Future Improvement: Track and compare actual project costs to initial estimates, using the data to refine and improve future estimating accuracy. 

Requirements and Qualifications:  

• Degree in Marine Engineering, Construction Management, or related field, or equivalent experience. 

• Minimum 10 years of experience in cost estimation or project management, preferably in the maritime or construction industry. 

• Strong skills in math, statistics, and data analysis. 

• Proficiency in MS Excel, MS Word, and project management tools. 

• Excellent communication, report writing, and problem-solving skills. 

• Ability to read and interpret technical documents and specifications. 

• Experience with subcontractor quotes, bid analysis, and risk assessment. 

• Strong leadership abilities to manage a small team and work under tight deadlines.
